Coalition Brings Sweet Success

ANALYSIS
The Amalgamated Sugar Company, the largest sugar beet cooperative in Idaho, wanted to extend an Idaho Department of Transportation pilot project that allowed the use of 129,000-pound trucks on specific routes. For Amalgamated, hauling more sugar beets in fewer trips would greatly reduce transportation costs and allow the company to remain competitive with companies in the four neighboring states that allowed the higher weight limit.

After a decade of contentious debate, the 129,000-pound truck pilot program passed the Idaho Legislature in 2004. In the 2007 session of the Idaho Legislature, the 129,000-pound truck pilot program was up for review, and this was Amalgamated Sugar’s only opportunity to request additional routes. Amalgamated knew the program would face strict scrutiny and that adding new routes could stir up controversy. The company needed a plan to communicate to state legislators and interested parties not only that the pilot program was successful, but that it should be extended to include more routes.

ADVOCACY
The Gallatin team devised a strategy that included a strategic communications plan, coalition building and coalition management. Working in tandem with Amalgamated Sugar’s lobbyist, we evaluated potential opposition and roadblocks, analyzed data from the Idaho Department of Transportation and worked with industry experts to develop a clear, concise message. We formed the “Right Truck for Idaho Coalition,” a broad group representing more than 30 Idaho businesses. As a part of our coalition management, we provided weekly updates to coalition members, prepared hearing testimony, and worked with coalition members and bill sponsors to deliver a consistent message.

ADVANTAGE
The Right Truck for Idaho bill passed through the House and Senate, and Governor C.L. “Butch” Otter signed the bill into law. During testimony on the Senate floor, senators praised the coalition as a model others should adopt and commended the “Right Truck for Idaho Coalition” for bringing good public policy by uniting a group of diverse interests, building consensus and providing reliable information.
