SITUATION
In 2007, the State of Washington released an RFP for companies to bid on a 5-year 75 million dollar testing and assessment contract to provide comprehensive testing and assessment services for the State’s public school districts through the Washington State Office of Public Instruction. Data Recognition Corporation (DRC) was the “new kid on the block” in the State, and found itself in a competitive bid process with the largest testing and assessment company in the country, who was also the existing state testing and assessment vendor.
STRATEGY
Develop a message that responded to criticisms of the existing test/vendor by positioning DRC as flexible, nimble, with exemplary customer service, and on the “cutting edge” of the use of new on-line testing and assessment technologies. Identify key agency and elected decision-makers to deliver that message to, and implement a lobbying effort to build support for DRC’s advantage in the bid process.
OUTCOME
DRC was awarded the 5-year 75 million dollar contract by the Washington State legislature.
